Preheat the oven to 400°F.
Using kitchen shears, cut the top of the lobster shell lengthwise. Gently pull the meat out and rest it on top of the shell.
Drizzle lobster with olive oil and season with salt, garlic powder, onion powder, and paprika. Flip to season both sides, then place meat back on top of the shell.
Bake lobster tails for about 10 minutes, until opaque and cooked through.
While lobster bakes, add softened butter, chives, parsley, garlic powder, and onion powder to a small bowl. Mash and mix with a fork until fully combined.
Spoon herb butter over the hot lobster, finish with fresh lemon juice, and serve immediately.
